In Japan, they call this Taberu Rayu. It's a rayu (the Japanese version of Chinese la yóu) with crunchy fried garlic, onion, and almond. It's equal parts chili oil and crunchy bits and it's a match made in heaven. Taberu Rayu is a fairly new trend in Japan (since 2010), but once you try it, you'll see why it's exploding in popularity! Like me, you'll probably be wishing it came in a larger format. But, you know, in Japan, they show more restraint when using condiments ;)
